Vegetation along a watercourse is not decoration and it is not merely habitat. It is holding the bank up and filtering what reaches the water, and removing it has consequences that arrive downstream.

The short answer
Root systems along a bank are structural. They bind soil against the shear force of moving water, and a bank that loses them does not fail immediately — it fails at the next high flow.
The vegetated strip between cleared ground and water also intercepts runoff, slows it, and traps sediment before it enters. Removing that strip converts your clearing project into a sediment source.
Shade matters too. Removing canopy over a small watercourse raises water temperature, which changes what can live in it, and encourages algal growth in a pond.
Work in or near water is commonly regulated, and whether your specific feature is regulated is a determination made through the appropriate state and federal processes. Establish that before disturbing ground.

What riparian vegetation is doing

Selective clearing that keeps the function
The usual objective — access, or a view — rarely requires removing the whole strip, and the compromise is straightforward once stated.
For access, a single corridor to the water at one point costs far less function than clearing the length of the bank. Site it where the bank is naturally lower and more stable, and keep it narrow.
For a view, selectively removing understorey while retaining canopy, or limbing rather than felling, frequently achieves the sightline without removing the root systems that matter. The trees holding the bank are usually not the ones blocking the view.
For a pond, retaining a vegetated margin around most of the perimeter and opening one or two access points preserves filtration and shade while giving you what you actually wanted.
What the machine does near a bank
Even where the vegetation decision is right, the equipment decision can undo it.
Soil near water is frequently wetter, softer, and more easily compacted than the ground upslope. A machine working a saturated bank ruts it, and ruts running toward water become channels that deliver sediment directly.
Working from upslope with a reaching machine, rather than driving along the bank, avoids most of this. So does timing the work for the driest period available.
The residue question changes too. Leaving processed material on the surface near water is generally protective, because it covers soil that would otherwise be bare. Gathering and dragging material along a bank is the opposite.
The regulatory question, and who answers it
This is where the page stops giving guidance and starts giving phone numbers.
Work in or near waters and wetlands is commonly regulated at both federal and state level, and many jurisdictions add local buffer or setback requirements. Whether a particular channel, ditch, pond, or wet area on your parcel falls inside those programmes is a technical determination.
Ephemeral features — channels that only flow after rain — are frequently the ones owners assume are unregulated, and frequently the ones that are not as simple as they look.

Ask before ground is disturbed, because after is an enforcement conversation.
Which objective you actually have
Owners describe this work as "clearing around the water", and that phrase hides two different projects with different answers.
If the objective is <em>access</em> — getting to the water to fish, swim, pump, or water stock — you need one route, at one point, wide enough to walk or drive. Nothing about that requires touching the rest of the margin.
If the objective is a <em>sightline</em> — seeing the water from the house or a deck — you need a corridor of vision, which is usually achieved by removing understorey and raising crowns rather than by felling. The stems holding the bank are typically not the ones in your line of sight.
Naming which one you want changes the scope substantially, and it is the first thing to settle before anyone walks the bank with you.

How wide a buffer should I leave?
That depends on local requirements, slope, soil, and the feature itself, so no single figure is useful. Ask your local code office what applies, and treat that as a minimum rather than a target — a wider strip does more work and costs nothing.
Can I clear around my own pond?
Often, subject to whatever applies locally, and the more useful question is how much of the margin genuinely needs to go. Retaining most of the vegetated margin and opening one or two access points usually achieves the objective with far less consequence.
Is mulching better near water?
In-place processing has real advantages there: no material dragging, minimal soil disturbance, and a residue layer that protects the surface. Whether it is acceptable within a regulated area is still a determination for the agency.
My bank started eroding after clearing. What now?
Bank stabilisation is specialist work and getting it wrong can make the problem worse or move it downstream. Contact your state environmental agency and consider your local conservation district, which frequently has technical assistance for exactly this.
