The short answer
The mechanism is simple: rainfall detaches soil particles, runoff carries them, and they leave the site. Control works by reducing detachment, slowing runoff, and capturing what still moves before it goes.
Above a certain area of disturbance — set locally, and varying substantially — a permit is typically required and control measures become a condition of it, usually with an inspection regime and a plan somebody signed.
Timing is the part most often got wrong. Measures go in before disturbance, not after. Installed afterwards they are remediation, and by then sediment has already left.
Whether your project triggers a threshold is a local determination. This platform cannot make it, and a contractor’s opinion is not a substitute for asking the authority.

Why keeping cover beats installing controls
The hierarchy is worth stating plainly because it inverts how these projects are usually approached.
Preventing detachment is far more effective than capturing sediment after it has been detached. A silt fence intercepts some of what reaches it; ground that never lost its cover produced nothing to intercept.
This is the strongest practical argument for clearing only what you need, for leaving processed material on the surface where the end use tolerates it, and for phasing work so bare ground is exposed in smaller areas for shorter periods.
It is also why mulching has a genuine erosion advantage on sloping ground. The residue layer is doing the job a mulch specification would otherwise require somebody to install and pay for.
Thresholds, and why nobody here can tell you yours
Land disturbance is regulated at multiple levels and the applicable threshold depends on where your parcel is.
Federal stormwater rules apply to construction activity above a defined area, administered through state programmes. States set their own requirements, frequently at lower thresholds. Counties and municipalities add their own, and some regulate disturbance on any slope or near any watercourse regardless of area.
The result is that the same project can require a permit and a plan in one county and nothing in the next. That is why this site does not publish thresholds and will not tell you whether yours applies.
The route is your local permitting office and your state environmental agency, before ground is disturbed. Asking costs nothing; a stop-work order and a remediation requirement cost a great deal.
Who is accountable, and for what
Accountability on a permitted site is usually broader than owners expect, and it does not transfer simply because a contractor was hired.
Where a permit exists it names a responsible party, frequently the owner or developer rather than the crew on site. Inspection findings, maintenance obligations, and any enforcement follow that name.
Measures also require maintenance, which is the part most often neglected. A silt fence full of sediment has stopped working, and a basin that has not been cleaned out is storage that no longer exists. Somebody has to check after rainfall events, and the plan usually says who.
Get the division of responsibility written into the scope: who installs, who inspects, who maintains, who documents. That is a five-line paragraph that prevents most disputes.
Phasing, and why it is the cheapest control available
The measure that most reduces sediment loss is the one that costs nothing to install: not having bare ground in the first place.
Phasing means disturbing one part of a site, stabilising it, and only then moving to the next. Compared with stripping everything at once it reduces the exposed area at any moment, shortens how long any given area is bare, and keeps the undisturbed ground doing the work that a control measure would otherwise have to do.
It costs schedule rather than money, and on sites where disturbance limits are a permit condition it may not be optional at all. Where it is optional, it is still usually the better trade — a stabilised phase is finished work, whereas a large bare site is a liability that grows with every rainfall event.
Ask whether the scope can be phased, and what stabilisation each phase gets before the next one opens. A contractor with a real answer has worked under these conditions before.

Do I need a permit to clear my own land?
