Phasing a large site instead of clearing it at once

Dividing a large clearing job into phases is usually the right answer and it is easy to do badly. Phase boundaries drawn on a plan without reference to access, drainage, or where a machine can actually finish produce more mobilisations than they save.

The short answer

A phase should be a self-contained unit of work: reachable by its own access, drainable on its own, finishable without needing the next phase opened, and useful once complete. Phases that fail any of those tests generate return visits.

The cost of phasing is mobilisation, repeated. The saving is exposure, optionality, and cash flow — you learn from phase one before committing to phase two, and later phases can change scope entirely.

Access usually determines phase order more than end use does. The first phase is frequently whatever opens the route the rest of the work needs, even where it is not the area you most want cleared.

Drainage determines phase boundaries more than fences do. A phase that stops halfway up a slope leaves water crossing a boundary between worked and unworked ground, which is where erosion starts.

The four tests a phase boundary has to pass

Apply these to any line you are considering. A boundary that fails two of them is not a phase boundary, it is a place you ran out of budget.

Access first, almost always

Owners tend to want the most visible or most useful area cleared first. On large acreage the machine frequently cannot reach it yet.

Sequencing the access corridor as phase one is unglamorous and it usually pays. It gives the contractor a route for every subsequent phase, it gives you a usable lane immediately, and it is the phase most likely to be needed regardless of what happens to the rest of the plan.

It also front-loads the discovery. Cutting a corridor reveals the ground conditions, the buried surprises, and the real production rate on your parcel, which makes every later phase easier to price.

What the gap between phases does

A short gap and a long gap are different projects. With weeks between phases, the site is a continuous operation and the boundary barely matters. With a season or a year, each phase has to stand alone.

Over a long gap the worked area will begin to regrow, so phase one may need a maintenance pass before phase two starts. That is a real cost and it belongs in the plan rather than arriving as a surprise.

Long gaps also mean prices, contractors, and conditions change between phases. Nothing about a price for phase one tells you what phase three will cost, and treating an early quote as a rate for the whole site is a common way to be disappointed.

Keeping the phases comparable for pricing

Where phases will be quoted separately, describing them consistently is what lets you tell whether phase two is priced fairly.

Use the same description structure for each: area, density zones, stem size bands, access route, material fate, end use, and completion condition. Then differences between quotes reflect the ground rather than the description.

It also lets you take the whole plan to bidders at the outset and ask for indicative pricing on later phases alongside a firm price on the first. Nobody will commit to a firm price a year out, and an indicative figure still tells you whether the plan is affordable.

When not to phase

Phasing is wrong on small sites where mobilisation dominates, on short programmes where the ground will not sit open long, and where a single machine visit can finish everything in a good window.

It is also wrong where the phases are not genuinely separable — an area that drains through another, or that cannot be reached without crossing it. Forcing a boundary onto ground that does not have one produces the worst of both approaches.

Questions people actually ask

How many phases is too many?

The practical limit is where repeated mobilisation costs more than the exposure and cash-flow benefit. That crossover depends on your site size, your contractor, and the gaps involved, so it is worth asking bidders directly rather than assuming a number.

Will a contractor hold a price across phases?

Rarely across long gaps, and it would be unreasonable to expect it. Indicative pricing for later phases alongside a firm price for the first is the normal and honest arrangement.

Can I change the plan between phases?

Yes, and that optionality is one of the main reasons to phase. What you learn in phase one about ground conditions, production, and cost frequently changes what you want from the rest.

Does phasing reduce erosion risk?

It reduces the area of bare ground open at any one time, which is the main lever an owner has. It does not remove the need for controls on the area that is open, and requirements for those are set locally.
