Can forestry mulching remove stumps?
No. A mulching head processes material above the ground line, and a stump is the top of a root system that continues below it. What mulching can do is make the stump less visible, which is not the same thing.

The short answer
No. The attachment cuts and shreds standing material by passing a rotating head across it. It has no mechanism for lifting anything out of the soil, and it is not designed to work below the surface — doing so destroys teeth and picks up rock.
A skilled operator can reduce a stump close to grade, which changes how the ground looks and feels underfoot. The root plate, the lateral roots, and the taproot all remain exactly where they were.
Whether that matters depends entirely on your end use. For pasture, trails, habitat, and reclaimed access, roots in the ground are usually irrelevant. For anything founded, dug, cultivated, or graded to a tolerance, they are the whole problem.
Removing them is a separate operation by a different trade with different machines, and it should appear as a separate line with its own price.

Why the head cannot go below grade
This is a design constraint rather than an operator preference, and understanding it stops the question recurring.
A mulching head carries fixed or swinging tools that strike woody material at high speed. They are built to cut fibre. Soil is abrasive and rock is harder than the tooling, so driving a head into the ground wears it out quickly and can throw material with real force.
There is also no lifting geometry. Removing a root plate means breaking its grip on the soil and raising it — an excavator boom does this, a rotating head cannot. So even setting wear aside, the machine has no way to extract anything.
When leaving the roots is genuinely the right call
For a large share of clearing projects, the roots staying is an advantage rather than a compromise.
An intact root system holds soil. On a slope, near a watercourse, or on erodible ground, leaving root structure in place while removing the top is one of the more effective erosion measures available, and it costs nothing extra because it is simply what happens.
Roots also decay in place, which returns organic matter to the soil over several seasons. On land being brought back to grazing or habitat, that is a benefit. The trade-off is that decay creates small voids as it proceeds, which is only a problem where the surface has to stay true.
How to buy both without paying twice
If you need the top gone and the roots out, the sequence and the contracting both matter.
Mulching first and grubbing later means the below-grade crew is working through a residue layer, which slows them and mixes wood into the soil they are moving. Where both are needed on the same ground, it is usually cheaper to have the standing growth removed conventionally and the stumps taken in the same operation.
Where the parcel is mixed — most of it staying as pasture, a corner becoming a building plot — the sensible answer is different scopes on different areas. Mark the boundary between them on the ground and price them separately.
The three treatments, and the words that distinguish them
Most of the confusion here is vocabulary, and contractors use these terms loosely because their customers do.
<em>Mulched near grade</em> means the visible stump has been reduced by the head until very little stands above the surface. Everything below is untouched.
<em>Ground</em> means a dedicated grinder has worked into the plate itself, removing material to some depth below the surface. Most of the lateral root system is still there.
<em>Grubbed</em> or <em>excavated</em> means the plate has been broken free of the soil and lifted out, along with much of the root mass, leaving a hole to backfill.
When a quote says stumps will be dealt with, ask which of those three words applies and to what depth. The difference between the first and the third is the difference between a surface job and an earthworks job.

Can a mulching head grind a stump at all?
It can reduce one that is already low, and a careful operator will take a stump down close to grade. That is different from a dedicated grinder, which is built to work into the plate, and different again from extraction. Ask which of the three you are getting.
Will the remaining roots cause problems later?
It depends where they are. Under pasture, habitat, or a trail, generally not. Under a foundation, a driveway you need to stay level, or ground you intend to cultivate, yes — decay creates voids and the surface follows them.
Is it cheaper to mulch now and grub later?
Almost never, on the same ground. You pay for the standing growth twice in effect, because the residue layer has to be worked through. Doing it once, conventionally, is usually cheaper where both are genuinely needed.
How long do stumps take to rot away on their own?
Long enough that it is not a plan. It varies with species, size, climate, and soil biology across a range wide enough that no useful single figure exists. If you need the ground usable on a schedule, remove them; if you do not, leaving them is fine.
