The short answer
Standing vegetation intercepts rain before it reaches the ground, its roots hold soil structure, and its stems and litter slow water moving across the surface. Clearing reduces all three, so more water reaches the ground faster and moves across it more freely.
Where that water goes is determined by the shape of the ground, which clearing does not change. It follows the same routes it always did, in greater volume and at greater speed, which is why existing low points, ditches, and crossings are where problems appear.
The soil matters as much as the slope. Compaction from machine traffic reduces infiltration, so ground that absorbed water before may shed it afterwards — a change caused by the machines rather than by the vegetation removal.

Where the trouble shows up first
Water concentrates, and it concentrates in the same places it always did.
Look for the natural low line across the area — the route a heavy rain already takes. That is where increased volume arrives first, and where a rill can become a gully across two wet seasons on erodible soil.
Then look at every crossing: a culvert, a ditch, a track that runs downhill, a gateway. Structures sized for the previous flow may not be sized for the new one, and a culvert that has always coped is the classic thing to overtop after clearing upslope of it.
Finally look at the boundary. Water leaving your land at a higher rate arrives on somebody else’s, and that is a relationship question as well as a technical one.
What reduces the change
Several measures are ordinary practice and all of them are easier to specify before work than to retrofit.
- Establishing ground cover promptly, so the surface is not bare through a wet period
- Leaving vegetated strips where water crosses, rather than clearing to a clean edge
- Running lanes and tracks across the slope rather than straight down it
- Limiting machine traffic on the wettest ground and on the natural low line
- Leaving the residue layer in place, where it suits the end use, as surface protection
- Breaking long uninterrupted runs so water does not gather speed
The obligations question, which is genuinely local
Whether your clearing triggers any requirement — a permit, a control measure, a notification — depends on the area disturbed, the proximity to water features, and rules set at state and local level. It varies substantially between states and even between counties.

Both effects operate. Less transpiration means less water removed from the soil, which tends to keep low ground wetter, while faster surface flow can move water off some areas more quickly. Which dominates depends on the site.
Am I responsible if more water reaches my neighbour?
