Land clearing vs excavation
Clearing deals with what is growing. Excavation deals with the ground it was growing in. Confusing the two is how a landowner ends up with a cleared site and a builder who cannot start.

The short answer
Land clearing removes vegetation: standing growth is cut, and the cut material is dealt with. The soil profile is largely left alone, and the deliverable is ground with nothing growing on it.
Excavation moves earth: soil is cut from where it is too high, placed where it is too low, and compacted to carry load. The deliverable is ground at a specified level and density.
They use different machines, different skills, and often different licences. A mulching carrier cannot move earth; an excavator is a poor tool for processing standing brush.
On a project needing both, clearing comes first, because you cannot sensibly move soil through standing timber. Excavation follows once the surface is clear and any root plates are out.

Where the boundary actually sits
The grey zone between the two is below-grade removal, and it is worth naming precisely because it is where most scope disputes live.
Pulling stumps and root plates out of the soil is technically an earthmoving operation performed with excavation equipment, and it is frequently sold as part of a clearing scope. That is reasonable — it is the last step of getting the vegetation out — but it behaves like excavation: it disturbs the profile, it leaves holes to backfill, and the ground needs time to settle before anything is formed on it.
So a useful mental model is three stages rather than two. Clearing takes the growth. Grubbing takes the roots. Excavation shapes what is left. A quote that covers the first is not a quote that covers the third, whatever it is called.
Why the sequence cannot be reversed
Attempting excavation before clearing is not merely inefficient, it degrades the result.
An excavator working among standing growth cannot see the ground, cannot position accurately, and mixes woody material into every bucket of soil it moves. The material then ends up in fill, where it decays and creates the voids that show up later as settlement.
It is also more expensive. Earthmoving equipment is a poor tool for processing vegetation, so the growth gets pushed rather than processed, producing tangled piles mixed with topsoil that are then difficult to separate or dispose of.
Clearing first, dealing with the material, then moving soil, is both cheaper and produces cleaner fill. Where you see the reverse, it is usually because one contractor owns one machine.
Who to call, and in what order
The practical answer depends on how much shaping your project actually needs.
- Growth in the way, ground condition irrelevant — a clearing contractor, and that is the whole job.
- Growth removed and roots out for planting or cultivation — a clearing contractor who does below-grade work, or two contractors in sequence.
- Anything founded, drained, or built — clearing first, then a site preparation contractor working to whatever governs the design.
- A drawing or an engineer involved — start with whoever will be judged against that drawing, and let them tell you what they need the site to look like when they arrive.
The vocabulary contractors actually use
Terms overlap in practice, and knowing the loose usage prevents talking past each other.
<em>Site work</em> and <em>sitework</em> usually mean everything from clearing through to a finished pad, and a quote using those words is probably covering all three stages.
<em>Rough grading</em> means shaping ground without a tight tolerance — knocking down high spots and filling hollows so the site drains and is trafficable. It is not the same as grading to a drawing.
<em>Finish grading</em> means working to a specified level with a tolerance somebody will measure, and it is a different activity with different equipment.
When a quote uses any of these, ask what the finished surface will be like in terms you could check with a straight edge and a level. That converts vocabulary into a deliverable.

Questions people actually ask
Can one contractor do both?
Some own both kinds of equipment and genuinely can. Many specialise, which is not a shortcoming. Ask what they own and what they subcontract, because a subcontracted stage is still a stage and you should know who is doing it.
Is grubbing clearing or excavation?
Functionally it sits between them. It uses excavation equipment and disturbs the soil profile like excavation, but its purpose is finishing the vegetation removal. Treat it as its own stage with its own price and its own settlement time.
Do I need excavation if I only want pasture?
Usually not. Pasture tolerates root systems in the ground and does not need a specified level. Spending on earthworks for grazing land generally makes the soil worse rather than better, because it mixes topsoil into subsoil.
Which is more expensive?
Excavation, almost always, because moving and compacting soil is more work than cutting what grows on it. That is also why a clearing quote and an excavation quote for the same parcel are not competing bids.
