Specifying the finish you want from a mulching job
Two mulching jobs on identical ground can leave surfaces that look nothing alike — coarse chunks or fine fragments, an even layer or windrows, stumps at ankle height or flush. None of that is usually specified, so owners receive whatever the machine and the hour produced.

The short answer
Four things can be specified and are worth specifying: how fine the material is processed, how evenly it is spread, how low the stumps and stobs are left, and how the edges are finished.
Each one costs machine time, so each is a real trade rather than a free request. A fine even finish takes more passes than a rough one, and a contractor who says so is being straightforward.
The specification should follow the end use rather than an aesthetic preference. Ground going into forage needs soil contact. Ground being walked needs low stobs. Ground being mown needs both. Ground being left needs neither.
And it should be written in checkable terms, so the completion walk can establish whether it was met. "Fine finish" cannot be verified; "no stobs above a stated height across the marked area" can.

The four specifications
Pick the ones your end use requires and leave the rest. Specifying all four on ground you are simply opening for access is paying for a finish nobody will see.

Stob height, which is the one owners feel
A stob is the short remnant of a stem left standing after cutting, and it is the specification that most affects how the ground feels to use.
Left at ankle height across an area, stobs puncture tyres, catch mower decks, trip people, and make the ground unpleasant to walk. Cut low, they largely disappear into the residue layer. The difference is a matter of how carefully the operator works, and it takes time.
Where the ground will be walked, mown, or driven, this is the specification to prioritise over all the others. Where it will simply be looked at from a distance, it barely matters.
Writing it so it can be checked
Each specification needs a form that two people can stand on the ground and verify.
Stob height: a stated maximum height across a marked area, checkable with a tape. Evenness: no accumulation above a stated depth, and no windrows left across the seeding area. Fineness: described by reference to what the material will be used for, or by comparison against a sample area agreed during the walk. Edges: described as straight to the marked line, or feathered, with the intent stated.
The sample-area device is the most practical for fineness. Ask the contractor to do a small area first, look at it together, and agree that as the standard for the rest. It converts a subjective quality into a physical reference.
What the material itself constrains
Not every finish is achievable on every stand, and a contractor telling you so is not making excuses.
Large-diameter stems do not reduce to fine fragments in a single pass. Green, wet material behaves differently from dry. Some species are stringy and resist fine processing. Rock close to the surface limits how low an operator can safely work, because striking it damages teeth and throws material.
Which means the specification conversation should happen on the ground, with the contractor looking at the actual growth. A finish agreed in an email may be one the material will not deliver.
Deciding what you actually need
Work from the end use rather than from a picture of a tidy site.
Access and visibility only: specify nothing beyond safety. The finish is irrelevant and paying for it is waste.
Grazing: specify evenness and layer depth so forage can establish, and low stobs if machinery will operate.
Walking or recreation: specify stob height above everything else.
Mowing: specify stob height and evenness both, because a mower deck finds every remaining stem.
Seeding: specify fineness, evenness, and depth, and consider a second pass over the seeding areas.
What a finish specification will not do
It will not make a mulched site a cleared site. Roots remain, the surface carries residue, and nothing has been graded. A fine even finish on a mulched parcel is still not a buildable pad.
It also will not stop regrowth. The specification governs what the surface looks like on the last day, not what emerges through it the following spring, and those are separate conversations.
And it cannot be retrofitted cheaply. Every one of these specifications is far less expensive to request before the first pass than to correct with a second visit.

Questions people actually ask
Can I ask for a finish that looks like a lawn?
No mulching finish resembles a lawn, because the process leaves residue on the surface and roots in the ground. What can be specified is even, fine, and low, which is a considerably better surface than the default and still not a lawn.
How low can stobs be cut?
It depends on the ground, the rock, and the attachment, so ask the contractor for their achievable height on your site rather than working from a figure. What matters is that a maximum is stated and checkable.
Does a finer finish break down faster?
Finer material generally breaks down faster than coarse chunks, and the rate depends on climate, thickness, and species. It is a real benefit where you want the layer gone, and it costs machine time.
Should I pay extra for a better finish?
Only where the end use needs it. On ground being opened for access the default finish is fine and the premium is waste; on ground being seeded or mown it is money well spent.
