What gets reviewed before any territory is discussed: business identity confirmed; direct conversation completed; service area overlaps the territory; insurance documentation reviewed; licensing or registration reviewed; utility-locate practice described; property-damage procedure described; subcontractor use disclosed; estimate and scope clarity reviewed; lead-response expectation agreed; data-use agreement signed.
